Below is the full report on why the National Democratic Congress disqualified Mr. Michael Nyi Yaboi Annan from the parliamentary primaries in Odododiodio, Accra.
Disqualification of Michael Nii Yarboy Annan from the NDC parliamentary primaries in Odododiodio constituency.
The National Democratic Congress (NDC) has announced that the party’s Functional Executive Committee (FEC) has decided to disqualify Mr. Michael Nyi Yaboi Annan from running in the party’s parliamentary primaries in the Odododiodio constituency. He regretted that there had been some incorrect responses.
These false reactions are fueled by certain false stories and misconceptions about the basis of the party’s decision to disqualify the applicant.
The NDC leadership has made it public record that the decision to disqualify the applicant was taken by the FEC based on the findings and recommendations of a special committee set up to investigate the matter. I’m thinking of keeping it. This was done after consultation with the party’s political committee.
In the spirit of transparency, honesty and accountability, the Party hereby publishes the full report of the Select Committee chaired by the Rt. My lord. Edward de Ajaho conducted an investigation into the eligibility of Michael Nyi Yaboi Annan and the incident of violence that occurred on October 13, 2023 during the screening of parliamentary aspirants for the Odododiodio constituency.
Regarding the question of the suitability of Mr. Michael ní Yarvoy Annan, the Committee made several important findings that are worth highlighting.
1. The Committee notes that Mr. Michael Ni Yarboi Annan is a former member of the New Patriotic Party (NPP) who contested and lost the NPP parliamentary primary election in the Odododiodio constituency in September 2019. discovered.
2. In interactions with constituency executives, several MPs said that former NPP members like Mr. Annan were allowed to participate in the NDC parliamentary primaries despite not meeting the mandatory four-year membership requirement. He expressed dissatisfaction with being allowed to participate in the tournament.
3. The Commission found that Mr. Annan financially supported the campaigns of most constituency executives during the 2022 constituency elections, including some of those currently opposed to Mr. Annan. was certified.
4. The Commission also found that Mr. Annan financially supported a number of NDC party activities in the Odododiodio constituency with the support of members of Parliament and members of the constituency executive committee. did.
5. During the committee discussions, it was revealed that a confidential oral agreement had been reached between Councilor Odododiodio, the Constituency Chairman and the Deputy Constituency Secretary to make Mr Annan a member of the party for the constituency. Ta. The three people (a member of the Diet, the speaker, and the deputy chief minister at the time) claimed that the oral agreement was a strategy. Interestingly, the constituency secretary at the time, now named Alfred Nii Koti-Ashie and an aspiring member of parliament, was excluded from the meeting. No evidence was found to support the claim that party leadership at the national level was properly informed about this secret agreement.
6. The Committee found that the “NDC Lallier House Branch” register contained the name of Mr. Michael Ni Yarboi Annan, who was registered as a member of the NDC in 2019. A careful examination of the register showed no signs of deletion. or replace. There is also no evidence that the register has been tampered with.
7. The Committee found that Mr. Annan was in possession of one of the old NDC membership cards (a foldable card with membership number H200630068) showing that he had started paying membership fees from January 2017 to 2019. did. It was registered in the NDC database in 2019.
8. The foldable card bears Mr. Annan’s EC Voter ID Number 4449012952, which upon careful scrutiny reveals that the said Voter ID Number was obtained in July 2020. The committee found this to be a mystery. The committee was at a loss as to how his 2020 EC voter ID card number could be attached to his 2019 NDC membership card. When asked about this, Mr Annan said that the NDC registration card was presented to him by the constituency chairman, so the anomaly in the ID was not due to his actions.
9. The Committee also found that Mr. Annan was in possession of one of the new NDC membership cards, which did not have a date of issue column. There is virtually nothing on the face of the card to indicate when it was issued.
10. Further investigation results have determined that Mr. Annan will be appointed to the position of Lariaa House of Representatives Chapter Chairman starting in 2022, even though he did not meet the four-year requirement to become a Chapter Executive under the Constitution and Chapter Reorganization Guidelines. It became clear that there was. party.
11. Despite Mr. Annan’s claims that he joined the NDC in 2019, evidence was submitted to show that he continued to be publicly associated with the NPP after 2019. Examples are:
a. The poster with Mr. Annan’s face is promoting a political debate on a program known as “The Voice” (an NPP program) to be held on July 27, 2020, during which Mr. “I am a security analyst and a member of the NPP,” he said, speaking on behalf of the NPP.
Mr Annan did not object to the question. In fact, Mr. Annan actually attended the program and spoke on behalf of the NPP.
b. In a Facebook post dated February 12, 2021, Mr. Annan stated that he had formally informed some opinion leaders and members of his election team of his decision to defect from the NPP to the NDC.
In light of the above facts, the Committee recommended, inter alia:
“In view of the overwhelming evidence presented, the Select Committee finds that Mr. Candidates for the parliamentary primaries in the Diodio constituency cannot be approved.” Party members must be active members of the party at the constituency level for the four years immediately preceding the date of nomination submission. ”
The Functional Executive Committee endorses the evidence-based recommendations of the Ajaho Commission which made it clear that Mr. Michael Nyi Yaboi Annan is ineligible to participate in the NDC’s parliamentary primaries in the Odododiodio constituency. , was adopted.
Indisputable evidence of the main findings made by the Ajajo Commission is contained in the attached report.
It is important to emphasize that throughout the conduct of party parliamentary primaries from last year to date, candidates found to be in violation of the mandatory four-year party membership requirement have been disqualified by the party. be. It can’t be any different for Michael Ni Yerboi Annan.
The NDC is a political party governed by established rules and principles of fairness, equity and justice. Party members are not greater than or above the party.
The party constitution clearly provides internal procedures and mechanisms for dealing with grievances within the party. Party members who are dissatisfied with the party’s decision are hereby urged to strictly abide by the provisions of the party constitution and seek redress.
