Economics should have been his first choice. Because the reference points in all the business administration programs he has chosen are higher than his grade level, but that is not the reason to look at this. Anyway, I should be corrected.

Even if you don’t reach the cut-off point, that doesn’t mean you’re not qualified. Not eligible means he doesn’t meet the program’s admission requirements at all, and given his electives and the program he chose, that shouldn’t be the case.

Don’t worry about the cutoff point. Most courses do not follow cut-off points posted on their website. Make sure you have A1 through C6. Then you might consider taking some courses.
